过境签证是准予持证人在规定的期限内，由对外开放或指定的口岸经过该国国境前往第三国的签证。
A transit visa is a visa that allows the holder to travel through the territory of a country to a third country by an open or designated port within a specified period of time.
外国人申请72/144小时过境免签，需要符合以下3个条件：

二是需持有能证明本人国籍身份的有效国际旅行证件（有效期不少于3个月），符合前往第三国或地区入境条件。

三是根据申请的过境免签时长，需持有72/144小时内已确定日期及座位的前往第三国或地区的联程客票或者相关证明，填写临时入境外国人入境卡，并接受出入境边防检查机关询问。
Third, according to the length of transit visa-free period applied for, one must hold a connecting ticket or relevant certificate for a trip to a third country or region with a fixed date and seat within 72/144 hours, and fill in a temporary entry alien entry card, and accept the entry and exit frontier inspection authorities for questioning.
如外国人符合上述条件，可向我国20个城市的边检机关提出办理144小时过境免签申请，或向3个城市的边检机关提出办理72小时过境免签申请，其他城市暂未实施该项政策。

外国人经中国72/144小时过境免签政策入境中国后，应注意以下两个方面：
After entering China through the visa-free 72/144 hour transit policy, foreigners should pay attention to the following two aspects:
一是不得超出停留区域范围或时限。
One is not to exceed the scope of the stay area or time limit
72/144小时过境免签外国人的停留期从入境次日零时起计算。以144小时过境免签为例，旅客2023年1月1日入境中国，停留期从2023年1月2日零时起算，最多可在免签停留区域内停留6天，1月7日24时之前离境即可。
The period of stay for visa-free transit foreigners is calculated from zero hours on the next day of entry. Taking the 144-hour transit visa exemption as an example, passengers entering China on January 1, 2023, the stay period starts from 00:00 on January 2, 2023, and can stay in the visa-free stay area for a maximum of 6 days, and leave the country before 24:00 on January 7.
如果遇不可抗力等原因需在免签停留区域停留超过72/144小时的，应当按规定向公安机关出入境管理部门申请办理相应的停留证件。
If you need to stay in the visa-free stay area for more than 72/144 hours due to force majeure or other reasons, you should apply to the Exit and Entry Administration department of the public security organ for the corresponding stay permit.
二是要依法办理住宿登记。

72/144小时过境免签外国人在旅馆住宿的，由旅馆为其办理住宿登记；在旅馆以外的其他住所居住或者住宿的，应当在入住后24小时内由本人或者留宿人，向居住地的公安机关派出所或者外国人服务站等办理登记。

对具有所持护照或者其他国际旅行证件有效期不足3个月的，或有我国签证机关拒签章戳记的，或5年内有非法出入境、非法居留、非法就业记录等情形的人员，边检机关将不予签发临时入境许可，所以此类人员不能办理72/144小时过境免签。
For those with passports or other international travel documents that are valid for less than 3 months, or those with visa stamps refused by Chinese visa authorities, or those with illegal entry and exit, illegal residence, illegal employment records within 5 years, the border inspection authorities will not issue temporary entry permits, so such personnel can not handle 72/144-hour transit visa-free.
外国人免签过境停留期间，应当遵守中国法律规定。对超出停留区域范围或时限，从非指定过境口岸出境的，以及未依法办理住宿登记的免签过境外国人，出入境边检机关或地方公安机关将依法处罚。
Foreigners shall abide by the provisions of Chinese law during the visa-free transit period. Entry and exit border control authorities or local Public Security Bureau will impose penalties on visa-free foreigners who leave the country from non-designated border crossings and fail to register their accommodation in accordance with the law, beyond the limit of their stay area or time limit.
